I recently upgraded from an 8-bit Sound Blaster to the SB-16 and got this
exact same error message. If I recall, I had to edit my SYSTEM.INI file
and remove duplicate lines that said WAVE1= or WAVE2=. Correct me if I'm
wrong, somebody, but it seems that if you install sound drivers on top of
old drivers, it keeps the old but renames them as WAVE1 or WAVE2, etc.

Anyway, if I recall, this worked for me. I don't think it's a problem
with the sound card installation (I consider the SB-16's Windows install
routine to be remarkably intelligent).
