Not quite true (this is a salesman "simplification")

The point is true. You cannot boot from a SB16 because there is no
boot prom on it.

The other point is that the SB16 is similar to the Adaptec AHA1510.
The low-end card from Adaptec (about $100 I think if still in the
market...).
It is quite sufficient for CDROM, tape drives, MO should work also with
complementary drivers from Adaptec.
Sufficient also for Syquest/Bernouilli used as backup medias.

But a bit to slow for comfortable use of a hard drive.
