SimCity discussion is usually in comp.sys.ibm.pc.games.strategic and in
comp.sys.mac.games.  The CD you refer to is *probably*, SimCity Classic, with
some animations (QuickTime for the Mac, I'm not sure about the PC) of
disasters and people giving you advice on what's wrong with your city.

There's been much speculation about this, but I've not found two people who
agree with one another.
