If you want to convince the news administrators that your alt.* group isn't a spur of the moment joke, you HAVE to discuss it in the alt.config newsgroup, where you have to convice a bunch of very hardcase news gurus. Then if your proposal hasn't been torn apart for having a bad name (There a FAQ posting on that), or already duplicates the content of an existing group that you missed out of the several thousand worldwide groups, you wait a week or two and the create it. It will take a week or two to create an alt group. But it takes a minimum of two months to create a mainstream group. Just because it exists at your site doesn't mean that your feed site or the one that feeds it thought the group was worth creating.
