No, you can't. The dealers won't sell you blank Photo-CD media, which are
indeed the same as a CD-R. If they would, Kodak would sue them, as they 
have a contract not to sell these media without images written to them.
The price is in fact sort of "sponsored" by Kodak to promote the PhotoCD.
