I haven't found a way in the game, but.....
Hook your audio card up to a boombox or stereo that has an
equalizer.  Human voice is in the 2-4kHz range--turn every thing else
down and keep this range full blast.  Sorry, this is the only way I
know how to do it.  BTW, none of the dialog is required to actually
complete the game (or any puzzle for that matter)--so if all else
fails you're not out anything.
