I have a Basic 16, but with a Mitsumi drive.  It works fine.  Possibly you 
have MSCDEX in AUTOEXEC, but no driver in CONFIG.  See appendix D of the 
Sound Galaxy Basic 16 manual.  On my system, the Galaxy software installed
the appropriate driver to \SGBAS16\DRIVERS.
