I don't think so - I seem to recall that *all* Nintendo cartridges have a
special "enabler" (for want of a better name) chip that you must buy from
Nintendo before the game will play in the system. I also recall something
about Atari attempting to make their own cartridges without the chip and
Nintendo sued them (and won I believe...). I have no idea what form this
chip (if it exists) takes....
