Re: Michael and Colleen Alford's adoption of 3 year old Alexey Vasilyev
from a Russian Orphanage (Alford's home phone: (905)683-9385.

We are concerned Canadian citizens and friends of Mike and Colleen
Alford, a couple who are presently endeavoring to adopt Alexey Vasilyev
from a Russian orphanage.

Russia is enforcing a Federal Approval Policy which requires our
National Adoption Desk's approval in order to finalize Alexey's
adoption. However, the National Adoption Desk does not consider iteslef
responsible for providing them with this *final step* to their adoption,
thus Mike and Colleen are finding themsleves in a bureacratic nightmare.
They have:

        o  undergone an in-depth home study by a Ministry approvde
        social worker and have been deemed suitable to adopt from
        Russia;

        o  collected and submitted documentation required by Russian
        officials such as doctor's letters, police clearance, credit
        references, letters of reference, etc., etc.;

        o  been accepted by authorities in Russian as potential
        candidates to adopt Alexey.

THE ONLY REMAINING OBSTACLE TO THE COMPLETION OF THEIR ADOPTION IS A
LETTER FROM THE NATIONAL ADOPTION DESK CONFIRMING THE ABOVE INFORMATION.

We are signing this petition because we understand that you have the
power to instruct the National Adoption Desk to provide the required
letter to the Russian Authorities so that Alexey's adoption can be
completed in a timely fashion.

Alexey has been abandoned once by his biological parents at the
orphanage - please don't allow him to be abandoned again. Please give
this situation your immediate atttention. Thank you.
