I fixed this problem by opening up a dos box on the PC to which the CD-ROM
is attached and dismounting the drive that I was using for the CD, it
seems that windows had logged this drive internally as a network drive
from a previous network mount even though it knew that it is now a CD-ROM.
(This is listed as a know bug for WFWG 3.1 on the Network Developers CD,
I'm suprised that it was not fixed in WFWG 3.11).

I am still having problems though, the PC with the CD-ROM attached can
read the CD without any problems, however remote PC's which try to read
the CD over WFWG get a directory list (in the file manager) which shows
the second directory on the CD repeated indefinitely. It is not possible
to correctly read any files on the CD.

Adapter:         Future Domain TMC-850

Drivers:         Future Domain CD-ROM loadable driver v.2.21/260
                 (Toshiba v.2.17 for Toshiba CD-ROM drives)
                 Microsoft MSCDEX version 2.23 (as delivered in DOS 6.2)
