ECMA-167 is NOT an enhancement of ECMA 119. ECMA-167 is titled Volume and 
file structure of write-once and rewritable media using non-sequential 
recording for information interchange.

Of course, you could master ANY format on a read-only medium, other 
than that, ECMA-167 is not intended for CD-ROM.

Note that ECMA-167 will be revised shortly as ECMA-167 (ISO/IEC DIS 
13346) will be updated to match the final text (being prepared as we speak) 
of ISO/IEC 13346.
