It allows for the manipulation and layout of data on a hard disk prior to 
being copied to either a CD-R or a CD-ROM.

It really depends on what kind of data you are looking to put on the 
disks.  If it is archived information only, there is little to no 
"pre-mastering" involved. For databases, multimedia, software 
distribution, it would be mandatory.
